What a make ready actually needs
Between tenants the honest question is whether the walls need painting or whether they need repairing and then painting. Holes from anchors, corner bead that has taken a knock, a door that has been forced, a bathroom ceiling that has been steamed for six years without a working fan.
Covering that with one thin coat looks fine on a viewing and looks tired by the second month. The walls get patched, sanded, texture matched and primed, and then they get painted. Drywall repair is in house here, so a wall that turns out worse than it looked does not add a subcontractor to your handover week.
